About Guangdong Province:

As of 2007, Guangdong Province has a total of 56 social welfare institutes (SWIs) participating in the international adoption program. Separated into jurisdictions (see China's City, County and District Structure), that number includes:

• 21 prefecture-level cities, 18 of which have SWIs participating in the international adoption (IA) program
• 22 sub-provisional (county-level) cities, 13 of which have SWIs participating in the IA program
• 41 counties, 14 of which have SWIs participating in the IA program; and
• 55 districts, 11 of which have SWIs participating in the IA program.

Of the 54 orphanages that participated in the international adoption program from 2000 to 2006, some, like Gaoming, Foshan and Wuchuan, were significant contributors in 2000, but have all but ceased to do international adoptions by 2006. New orphanages such as Yangxi and Suixi have exploded onto the scene and are now significant submitters for international adoptions.

Overall, adoption submissions increased yearly, peaking in 2003 at 3,036 total submissions. In 2006, adoption submissions were 63% of 2003's peak.
