SWI Description: Prior to April 2000 all of the children were surnamed "Fu," derived from the Chinese word for orphanage ("Fuliyuan") but also happiness. When Ms. He became director, the names were changed to "He." That is still the name used, even though Director He is no longer there (see below). International adoptions began in 1990, when the first children were adopted to Canada. The most children the orphanage has had at one time was in 1996, when a little over 70 kids were in the orphanage. As of late 2005, there were about 30 children. Domestic adoptions account for less than 10% of all adoptions here, a low number when compared to other orphanages. Few children have been sent to foster families. Misc.
